Exactly How Long Does it Take Universal Studios to Make a Movie?

As the above production schedule of Universal Studios shows, going into 2013 and 2014, this movie announced by Universal Studios and Bryan Singer (initially one year ago) isn't even on their production schedule. Thus far, one year after the top press release. During the past year, Universal Studios and Bryan Singer have instead, coasted along with an embryonic script supposedly from John Orloff lately doing revisions (supposedly.) During the past year, there wasn't even an art department hired to design and build sets, props, and wardrobe while the script was being written?
 
Of course, Universal Studios and Bryan Singer have been repeatedly announcing this production (in different forms) since 2001.
 
How many more decades is Universal Studios and Bryan Singer going to need, to make this movie?
 
Is this some sort of game that Universal Studios and Bryan Singer are repeatedly and knowingly playing in the "Press Release Department" of Universal Studios? It must be...because this same press release is now popping up every two years with a repeated "No Show" of this movie. And this exact same press release has been popping up since 2001. It must be some demonstration of "Inside Humor" within Universal Studios and among Bryan Singer that no one else is finding humorous.
 
It doesn't take 11 years to make a movie...period.
